Davis et al. v. Department of Health and Human Services et al.
In a case filed in 2000 by DREDF in coalition with co-counsels, and partially settled in 2004, several residents of Laguna Honda Hospital and the Independent Living Resource Center (ILRCSF) in San Francisco, California challenged San Francisco's discriminatory actions which have resulted in their unnecessary institutionalization at Laguna Honda, when they have been determined to be capable of, and prefer, to live in their own homes and in the community. (2000 - 2004)

The Department of Justice sent a letter on August 3, 2004 to Governor Arnold Schwarzenegger containing a further set of findings on its ongoing investigation of San Francisco's Laguna Honda Hospital (LHH). The letter, based on August 2003 interviews with state officials and other state documents and materials, determines that the state of California has impeded qualified LHH residents from returning to the most integrated setting appropriate to their needs and contributed to the unnecessary isolation of LHH residents.
