Consumer Protections and Benefit Package Summary

California is moving forward with the Coordinated Care Initiative (CCI), including the federally–approved dual eligible demonstration known as Cal MediConnect. The CCI started on April 1, 2014, in certain counties, and will continue to be implemented over the next year.

National Federation of the Blind Reaches Agreement with U.S. Department of Education

The agreement commits the DOE and its contracted student loan servicers to make websites, forms, and documents related to its Direct Loan program accessible to blind applicants and borrowers. NFB was represented by DREDF and Brown, Goldstein & Levy.
Federal Agency Announces Major Initiative To Provide Effective Communication In Healthcare Programs

In brief: At the end of August, the Centers for Medicare and Medicaid Services (CMS) and the HHS Office of Civil Rights (OCR) announced a "COMMITMENT TO ACTION TO RESOLVE DREDF SECTION 504 COMPLAINTS." DREDF's complaints were filed on behalf of clients who were Medicare beneficiaries and who were blind or visually impaired, and alleged that CMS failed to provide our clients and others who are similarly situated with effective communication needed to fully participate in Medicare.

DREDF Comments on Significant Disproportionality

DREDF recently submitted comments to the U.S. Department of Education regarding actions that the Department should take to address significant disproportionality based on race and ethnicity in the identification, placement, and discipline of children with disabilities. In addition to making recommendations for a standard definition of significant disproportionality, DREDF addressed the interconnection between the lack of compliance with the Individuals with Disabilities Act and the disproportionate suspension of students with disabilities.

In brief: DREDF is conducting an investigation into the manner in which blind and visually impaired persons covered by Medicare experience problems accessing Medicare notices in alternate formats. Beneficiaries have already reported "solutions" that include relying on third parties to read their private medical information to them.

Implementation of the Coordinated Care Initiative (CCI) is now underway in Los Angeles, Riverside, San Diego, San Bernardino, and San Mateo counties. There have been significant changes to the CCI since the release of the second version of the Advocate's Guide to California's Coordinated Care Initiative in September 2013. Version Three of the Guide includes these important changes and provides the most recent information on the CCI.
