Informational Briefing: HHS’s Anti-Trans Proposal to Limit Section 504
On December 18, 2025, the U.S. Department of Health and Human Services proposed three rules that will harm transgender youth and adults. One proposal is to amend Section 504 regulations to allow disability discrimination against trans people with gender dysphoria. Gender dysphoria is a medical condition experienced by some transgender individuals and that can be a disability. Section 504 bars disability discrimination by those who receive federal dollars.
