About the Bill
Assembly Bill 1147 makes Regional Centers in California subject to the California Public Records Act (PRA) effective January 1, 2026. Regional Centers are governed by state law and perform governmental functions using exclusively public funds. This year, Regional Centers will spend almost $15 billion of state and federal funds to provide services to nearly 500,000 Californians with intellectual and developmental disabilities (I/DD).

Send an email to the Governor’s office at leg.unit@gov.ca.gov with AB1147 in the subject line no later than September 26, 2024.
In the email: (1) Introduce yourself. (2) Say that low-income people with disabilities – including people I/DD must interact with their state and local governments to access needed services and support. (3) Access to records through the PRA is an essential tool for holding these governments accountable.
