The EMPOWER Care Act, which was introduced in the Senate (S. 2227) by Sens. Portman (R-OH) and Cantwell (D-WA) and is expected to be introduced in the House by Congresspersons Dingell (D-MI) and Guthrie (R-KY), extends and improves the Money Follows the Person program.

Money Follows the Person (MFP) has helped more than 75,000 disabled people and older adults move out of nursing homes and institutions and receive the services they need to live and thrive in their communities. MFP is ending unless Congress acts now.

MFP expired on September 30, 2016. States can still use remaining funds through 2020, but programs are already being scaled back with fewer transitions taking place as funding runs out.

What is MFP?

  • Enacted in 2005 with strong bipartisan support, MFP provides funds to help disabled people and older adults move from institutions to homes of their own and receive home and community-based services to live independently.
  • MFP helps states save money by reducing the number of people living in costly, restrictive institutions.
  • Independent evaluations have proven MFP has improved the quality of lives of individuals while reducing Medicaid and Medicare costs by approximately 23%.
  • Transitions have increased exponentially over time as procedures for helping disabled people and older adults move into the community have matured.
  • Nearly every state has participated in the program.
