Establishes timelines and procedures for the transfer of responsibility and records, and the provision of early intervention and developmental services, to children in foster care who move from one regional center catchment area to another.

AB 1089 will ensure that foster children do not suffer unnecessary and detrimental delays in services by creating uniform procedure regarding the transfer of cases between regional centers. By mandating clear timelines for the transfer of the physical file as well as the commencement of services, children will be protected from major disruptions in the services that they so desperately need. These transfer timelines will not only make notable differences in the outcomes for foster youth with developmental disabilities, they will also save the state resources.
