Education Code – Relating to Pupils

An act to amend Sections 48070.6, 48273, 48900.8, and 48916.1 of, and to add Section 48916.2 to, the Education Code, relating to pupils.

Summary

AB 2145 provides annual state level public reporting of existing discipline data, to include disaggregation of suspension and expulsion data by race, ethnicity, gender, socioeconomic status, special education, and English Learners, by grounds, and by the number of students suspended or expelled. It ensures that key discipline indicators are annually reported and made available in an understandable way to policymakers, parents and community members so that they can have access to accurate data related to school discipline.

Meaningful access to discipline data will allow policymakers and community members to obtain a clear picture of school climate and safety so that they can better formulate education policy that increases graduation rates, supports a positive school climate, determines what works and what does not work with respect to discipline practices, and quickly addresses disproportionate and, potentially, discriminatory impacts. AB 2145 is an important step forward for policy makers to understand how to better ensure all California youth receive a quality education in a safe and positive school environment.
